How to read this. Each host accumulates posture observables that decohere between measurements: p(t) = c + (last_outcome − c)·e^(−Δt/τ). The campus aggregate ⟨H⟩ = ΣWₐ·⟨H⟩ₐ / ΣWₐ averages per-host postures weighted by host class (substrate hosts heavy, peer hosts light). Try INJECT DRIFT, then watch — the campus ⟨H⟩ stays flat while the σ band widens, because you don't know yet. The affected host's mini wave-packet also widens. Run CAMPUS SCAN to collapse everything back to ground truth. This is the F-0.2.18-W1-004 failure mode (stale substrate fact baked into image without re-measuring) made visible.
